When a person is arrested for DUI DRUGS, they are accused of being under the influence of drugs to the extent that is less safe to drive.  There is no "legal limit" of illegal or prescription drugs.  The issue is whether the driver was less safe to drive-- that is not as safe to drive had he not consumed the drugs.  It is not the legality of the drug consumed but how it affects the driver.  As a result, a person can be DUI on legally prescribed medication.
